About this Green Paper

This Green Paper sets out how the Ministry of Justice propose to break the destructive cycle of crime and ensure more offenders make amends to victims and communities for the harm they have caused. This is an exciting programme of reform, and we want everyone to be a part of it. We will draw on the expertise of everyone who can make a contribution, whether they work in the public sector or elsewhere. Ultimately it is local people not central government who know what will work in their area, and we must harness this knowledge for the wider public good. Read more...

Why we're reforming the way we punish, rehabilitate and sentence offenders

Despite record public spending and the highest ever prison population we are not delivering what really matters: improved public safety through more effective punishment and rehabilitation that ensures offenders are not allowed to reoffend. This Green Paper sets out how we propose to break the cycle of crime, based on four principles:
  • Protecting the public
  • Punishing and rehabilitating offenders
  • Transparency and accountability
  • Decentralisation
